How does mitigation banking work? STEP #1: A project is proposed and impacts to aquatic resources including wetlands are avoided and minimized to the greatest extent practicable. STEP #2: A pre-application meeting or meetings are held with the appropriate regulatory agencies. At this meeting the issue of mitigation is often addressed. Marsh Resources Inc. (MRI) representatives will attend agency meetings with prospective clients at no additional charge. Mitigation amounts and ratios based on using a bank can be discussed and agreed upon at this meeting. STEP #3: A permit application is submitted for all unavoidable impacts. Required mitigation bank documentation can be included with the permit application. Permit applications that adequately address mitigation can expedite the often lengthy permit process. They can also reduce the uncertainty of the permit conditions. STEP #3a: A contract for purchase of mitigation acreage is agreed upon between the permittee and MRI. The contract can be conditioned upon receipt of the permit. Mitigation acreage cost will be negotiated and included in the contract. Cost will include all agency involvement, land costs, design, bank permits, construction, maintenance and monitoring. STEP #4: Marsh Resources Meadowlands Mitigation Bank credits are assigned to the permit after issuance. After payment is received the permitting agency will be notified of the bank deduction and that the permittee has satisfied the mitigation requirement. STEP #5: IT'S THAT SIMPLE!!
