 Why use a mitigation bank?
- State and Federal agencies have begun promoting the
use of wetland mitigation banks because they are more environmentally beneficial than
small piecemeal mitigation sites [CWA Section 404 (b)(1) sequencing guidelines must still
be followed prior to using a bank]. This means development must first avoid wetland
impacts, then minimize and finally compensate (or mitigate) for these impacts.
- Mitigation credit acreage is available to both public
entities and the private development community to satisfy their wetland mitigation
requirements. This can save time and money, and make the cost of a project more
predictable.
- Use of a bank eliminates the ongoing monitoring
requirements and land requirements of a conventional mitigation site.
- Wetland impacts are mitigated prior to construction,
and both the permittee and the environment benefit.
- Permitting time is accelerated because the question
of mitigation can be addressed within the permit application.
